Definition
Message 12 is addressed to a specific MMSI and acknowledged, while message 14 is broadcast to all receivers. Content is limited to a short free text string and is intended for navigational safety information such as reporting a hazard or confirming a passing arrangement. It is not a substitute for VHF voice communication and should never be used to negotiate collision avoidance, since delivery, display and reading by the other watchkeeper cannot be assumed.
