Definition
A vessel which through exceptional circumstance, such as steering gear or main engine failure, is unable to manoeuvre as the rules require and so cannot keep out of the way. She exhibits two all-round red lights in a vertical line, or two black balls by day, adding sidelights and a sternlight only when making way through the water. In restricted visibility she sounds one prolonged followed by two short blasts every two minutes.
